1991 Toyota Speedometer Not Work in Cold

---Toyota Corolla SW, manual, 199K miles. Speedometer stops working and there is a rattling noise when temp is below 30 degrees F and sometimes below 40 degrees F.
---Mechanic's only advice is to locate a "low mileage" same make/model/year" "instrument cluster" to replace what is in the car now. However, finding a low mileage instrument cluster is very difficult.
---Any alternative fixes?
