LHS Rack Pinion broken - Junk it or fix it

My mother has a 1996 LHS, just under 100,000 miles. The steering rack pinion is broken and needs a good tune up. The AC compressor is dead and V belt removed. I'm wondering what all this would cost to fix and is it worth it.

The car was a Sunday car for many years. ZERO rust. Even the muffler (original) has only surface rust and can see a lot of clean metal on it. The body & interior are very clean. A lot of life left

Blue book says it's worth $900 for trade in or $1500 private sale in good condition in Michigan.

FIX IT OR SCRAP IT ????? I have to get it towed soon from where it broke down at to the service shop or to the scrap yard. Any suggestions?
