Windshield wiper adjustment?

Is there any way to adjust the sweep of the windshield wipers? Mine always bounce up from their lowest point either during intermittent use or when I shut them off. I'd rather just see them get down and stay down, like normal wipers do. I tried removing the wipers and rotating them back a tooth to see what that would do: All it did was shorten the arc the wipers cover; and the driver's wiper keeps bouncing up to the same place it did before I moved the arm.
