driver side rear brake not workimg correctly

New pads, hardware (slides), clean and relube pins and New rotor.
The problem I'm having is that the outside pad is not doing any of the work and it seems that it is still all on the piston side and I'm not sure what would be causing this after cleaning and replacing everthing that needed to be replaced.
