2004 Lexus ES 330 Wheel Problems

Hi all,

Sorry to ask for help on my first post but I know when to ask for help when I'm at a knowledge disadvantage.

I was hoping to get some feedback on a problem my sister in law is having; she lives in Korea and I cannot inspect her vehicle (lexus es 330)...so the best info I have is the attached video (provided by her mech) and what I know from communicating with her which may be distorted in translation. Bottomline is these mech's in Seoul are telling her she needs to replace her ABSORBER ASSY, SHOCK, FRONT LH for all four wheels (I realize the nomenclature may change depending on front or rear) at a total cost of $7K (part number: 4852039555). I believe this part is a standard shock however, when I saw the attached video this didn't appear to be the correct diagnosis...but I don't own nor know anything about this vehicle's maintenance characteristics. At first glance it appears to be wheel hub failure; not a shock replacement. Does anyone else agree or see something different or confirm what they are telling her?

need to do a side to side test and a top to bottom test, side to side like that could be a bad wheel bearing or bad tie rods or bad ball joints top to bottom eliminates the tie rods ends but could still be a bad ball joint or wheel bearings but chances are its a bad wheel bearing.
