Problems w/ Chevy Conversion Van - Can't Lower The Back Seat!

2004 Chevy Conversion Van - Problems lowering the backseat or bench.
I am unable to lower the backseat of my van. I can make the seat go back & forth, but I can't get it to recline.
Is there some type of "child proof" clip that enables/disables the seat to be lowered to a prone position.
