2000 JXi PCM problem

Driving home one night, battery light comes on. Replaced alternator (old school), did not help. Took car to dealer, they say the PCM is bad. The voltage regulator on the PCM is bad. No codes whatsoever! Replaced two of them with used units. Purchased on-line, programmed with VIN and Mileage.
With the replacement units, the car does not even attempt to crank, however I can drive the car with the original PCM, the battery just does not charge. I can't figure this out.
The only other symptom is that the seat belt light goes off even though the seat belt is not buckled.
The dealer traced with wires, connectors, etc., nothing wrong here.
Is there a security process I need to do to get a different PCM to operate in the car? HELP!! :confused:
