01 elclipse gt traction control abs issue

Hello everyone, I am new to the site so forgive me if I did anything wrong. However if searched all over and can't find an answer to this problem. I have a 2001 eclipse get 3.0 that it seems as if the abs or traction control is on every time the brakes are applied even when roads are dry and nice weather. Also neither abs or tc lights are on. Please if anyone can help me understand this issue better please help! Thank you!
