2000 Interior Lights Flickering and EVAP wont trip

hi it seems no one has a sonoma truck since i the only one that posts in here.. and im sure i wont get a reply....

but
i still having problems
i bought a new Vent canister valve and put a new clamp on
all the monitors have completed except EVAP and i have driving 1280Km and it still will not trip

also this stupid truck if driving at night... all the entire lighters are flicking and if that happens somethings the link to the ODB code reader shuts off...
the High beam light stays on the dash after head lights are off and truck is shut off.... among other things
i have swapped out the head light switch 3 times u can press on the back of the switch and it helps or turn the head light switch to shut the interior light off for a moment and let go she stays on or clicks like crazy.... is this causing the EVAP not to run

and what is this issue? is that a security thing..
