How to Start a Thread in the 4 Main Sections?

I am not immediately seeing how to start a thread in any of these sections
Cars in GeneralEngineering/TechnicalHot Deals/COMPLETELY off-topic

I do not see a Post New Thread tool bar?
So, what are the steps to posting new threads in these sections?

There is a new thread icon on the left side. There is also a link that says "Start New Discussion" toward the top of each forum.
