White spots on carbon fiber hood

Hey guys,

If you have a look at the photo i attached you can see what I mean about the white spots...
If water or oil hits these spots they disappear but come back when dry.
Waxing has not helped. I tried to wet sand a small portion of the hood but that just created scratches. I also used a compound with a rag to try and break down what ever it is to try and remove it, I used the same stuff when someone scraped my car with theirs to break down their paint.
I am honestly all out of ideas at the moment. Im not sure if it's sun damage or what ever it is. I went on a holiday for a month and it's winter time here in Australia so it was sitting outside and it seemed fine and now about a month and a half later it's really noticeable.
I'm thinking of using a buffer but im not sure if that will work, anyone have any thoughts?
