Kill off any background apps windows is running then turn resolution and all detail down in the game itself. This is the only way short of overclocking/replacing your graphics card.

Why anyone would want above 30 frames is beyond me...30 is plenty smooth.

IMO the biggest problem you have is that video card.......

Try to turn vsync off (in Windows, or Counter-strike, can't remember where but look around).
Vsync causes a game to refresh the ingame screens at the refreshrate of your monitor. Turning vsync of will give you higher fps.
If that doesn't work try the windows xp refresh fix (http://www.winsite.com/bin/Info?10000000036307).
Another thing, counterstrike is capped at 100fps, you can't get any higher, so don't try to :)

Agreed, the video card does a lot of the drawing that the cpu shouldn't/can't do.
Put it this way, its like having a really fast car, but your tyres can't really grip the road so your still limited to a certain speed which u drive at.

Yeah, get rid of that Sis. It has served its duty. If you were to simply get a better video card like the Radeon 9000 series you would be 100 FPS in CS without breaking a sweat. I don't relly understand why you care, the difference between 30-40 FPS and 100 FPS is nothing. You can't really see time between frames beyong 25 FPS. If money is a concern the GeForce 4 Ti series is great as well for the lower cards.
