17R will be displayed by Mclaren Automotive during the weekend on loan from BMW North America

There are four F1s known to be in Monterey for Car Week this year.

036 is already there with its owner. 014 is on its way up from Santa Barbara now. 073 will be in the RM Auction and then 17R as you mention will be in the McLaren tent.

Any particular reason the F1 is the only one connected to a power supply?

I'd guess the other cords were hidden a little better.
