no brake lights

truck is 98 sonoma ext cab 2wd 4.3 auto.
has no brake lights WHEN the third brake light bulbs are in,take them out everything works just fine.with a volt meter attached to the leads for the third light bulbs it shows 12 volts when the brake pedal is push down,no volts when its up.if i put one bulb in all the brake lights go dead and no voltage shows at the third light,what are the dots on the the third bulbs for?the brake pedal switch has been changed but its suppose to be the right one.
