Want to buy a GTI

Ok I'm looking to buy a GTI here in the next week or so even if I have to drive somewhere to get it.
My question is what is the earleist year I should look at right now I have my eye on a 92 GTI 16v in decent shape. I want to definitly mod this car which ever one I get and I want to know which one is the best bang for the buck. Oh also I don't want it to be to new due to high insurance thanks. Josh
