1993 mr2 NA heating up issue

So i have a 1993 non turbo mr2.. I've been having overheating issues. i replaced the head gasket set last month bleed the air out the coolant system and re wired my radiator fans. still it heats up only at idle though. when I'm at a stop light my temp gauge starts to rise up it goes to the half way mark and if im at idle for several minutes itll start to get higher. Once I start moving again the gauge drops back down to operating tempature. can any one give me a idea of what i should be looking into.

If your fan turns on when hot,

1. See if your thermostat is opening completely.
2. Flush your radiator.
3. Replace your radiator hoses.
