99 Cougar not starting

I have a 99 cougar that has been nothing but problems. The recent one being that it won't start at all, doesn't even click or attempt to turn over. I just had 2 keys reprogrammed by a locksmith with a new key switch put in (I had a broke key stuck inside that worked for a couple months and figured that had to be the reason). Didnt help. He noticed that PATS light wasn't even flashing or coming on at all. With the key in the ignition all electronics work (windows, locks, radio, lights, sunroof and trunk) the only thing I have noticed that doesn't work is the alarm and horn. Normally with the doors locked and the window down if I open the door from the inside the alarm would sound. So I'm leaning towards the anti theft system keeping if from starting but with that light out I cannot tell. Any help on this situation would be great! Am I missing a fuse for that light that could be blown if so where and where do I begin to break this problem down?
