Rear running lights not working

I have checked the bulbs and for power at the plugs and there is no power there, but all the other rear lights work, turn signals and brakes and flashers, just not running lights but fronts do. I am guessing it might be the switch on the steering column but just trying to confirm that before I order one, Thanks!
