what could make my 1999 chevy suburban with a 5.7L engine act like it want crank it turns over like the battery is dead. I replaced the battery and the starter but it still drags then it will catch and start. After it starts it runs perfect. Then when I cut it off. The same problem occurs. Could this be a timing issue?

Most likely a loose battery cable connection or a bad cable. Another area is the starter relay and its connections in the under hood fuse/relay box.
Try this for a test of the electricals. Turn the headlights on bright. If they go out or very dim when cranking, there is an electrical issue.
I don't think that this is a timing issue!

I would disconnect the battery ground use a DVOM set on milliamps. Check the draw after interior lights shut off you may have a drain causing a low battery.

to determine if timing kill the distributor. NO spark. then crank the engine.
normal timing error would cause poor engine performance with these. with a distributor over 175K miles best get new one any way as the bearings do fail.
make sure the starter is not dragging on the flywheel. make sure you set the clearance properly. if unsure place a shim on the starter mounting see if it cranks faster.
If your battery or starter cables are green on the copper/connectors then these may also be your problem.

Thanks for all the responses. Its was the distributor cap and rotor Causing it to cross fire. I changed both of them and it started cranking up perfectly.
