A/C doesn't work on low

Hey!
I'm planning on buying a 1998 Honda Civic, but it has one problem; The A/C only works on 3 and 4(high), 1(low) and 2 doesn't work. It just doesn't activate on low. Doesn't sound or anything. But in high works like a charm, very cool A/C.
I'm a little hesitant because of that. I don't know if it's a big problem or not. I don't know almost anything about cars, so sorry if this is a stupid question.

Your car should still utilize the "blower resistor" type system. It likely has an open coil, and would require replacement. They are always cooled by the airflow of the blower fan itself so it should be under the dash, (mid to passenger) and will have a number of wires at it's connector.
