There are probably two causes to your problem. Either your turn signal assembly is bad ($385 from dealer, $200 from GMpartsdirect.com) or your relay could be bad. If you remove the kick panel under the drivers side(three screws) and look up under the steering column, you will be able to reach TWO relays, both are round and cylinder shaped. If you are sitting in the drivers seat, facing forward, the relay on the left is the one that control your blinkers for turning, and the relay on the right is tied in with JUST your emergency blinkers.
Turn your blinker on and listen for where the noise is coming from, that will help you identify where the relay is. You just have to PULL on the relay and it will snap out of the "c" clip that holds it in. YOu might have to use a flat head scredriver to pry the relay away from the wiring harness, but it does come right off. Take the relay to your local auto parts store and pay the ~$3.00 for a new one. See if this fixes your problem. If it does not, you will probably need to replace the turn signal assembly (see above). I just had mine replaced at the dealer and it could about $570. Again, you can buy the part at gmpartsdirect.com for about 50% off the dealer prices and then get someone like Pep boy or some other repair facility to put it in. This will require removing the steering wheel and airbag and this MUST BE DONE WITH CAUTION as to not have the airbag blow up in your face!
