97 cavalier 2.4 power steering pump stuck

After first starting the car the power steering pump won't work until I rev the engine a few times. Any ideas as to why, can I fix it without buying a new one?

Don't think you can get a overhaul kit for that pump. You'll probably need to replace it. Is the steering hard to turn in both directions?

Yeah it's hard to turn until I rev the engine a little then the pump kicks in.
