Headlights problem in 2007 Passat

I see no difference in brightness between Daytime Running Lights, Automatic Lights, and Nighttime lights. My high beams work just fine, but the others don't adjust for darkness. I talked to the VW dealership about this. Lights are not cloudy, and they replaced one bulb, but I still see no difference. It makes it hard to drive at night because the beam doesn't extend very far.

Any ideas about this?
