Hazard Light Issue

On my '95 Acclaim I recently discovered a somewhat unusual issue. When the hazard lights are turned on, both rear lights flash, but only the right one in the front. It is not due to the light bulb being out because I double checked and the light works when the left blinker is turned on. I assume that means it is a wiring issue of some sort, and wondered if anyone could tell me a way to correct it. Thanks!
