What tools do you have available?

It would be really helpful if you could check the following:

Cylinder Compression
System voltage
Fuel Pressure

Stuff you can check for free (even if you have almost no tools ):

Since it's a 98 it should have an OBDII computer system. Is your check engine light on? If it is, what trouble codes do you have? ( you can get it checked for free at autozone ).

Pull your spark plugs and take a well focused close up picture of each one. What your spark plugs look like can tell you a LOT!

Check your engine RPM sensor. It's mounted near the outside of the crankshaft pulley. Make sure that it's not dirty, doesn't have a bunch of metal shavings stuck to it, isn't soaked in oil, isn't loose and has a good connection.

The bottom line is that there are MANY things that could cause this condition! We need more info. Maybe take a video of it happening and post it on Youtube/vimeo?

The more we know, the more we can help.

I would start with troubleshooting the fuel pump, this sounds similar to problems people were having with higher mileage 91-96 escorts.
