E350 power window wiring

I have a 2009 350 that the owner before me had switched the drivers door to a non power door. The passenger window will not go down. The wiring for the drivers door was tucked into the fender. I put it back into the door. My question is , if the drivers door doesn't have a switch connected to the wiring can that be a cause of the passenger window not working? My thinking is the circuit is broken because there is not a switch on driver side. Was thinking about buying a switch and trying it out.
