Clutch starter switch?!

1995 Volvo 850 M/T will start without depressing the clutch. There is one switch on the clutch pedal. It switches in the first 1/4" of pedal travel, it must be for the cruise control (wire colors match for the cruise cutoff switch in the diagram). My wiring diagrams don't show a starter safety switch and I can't find the part listing anywhere. Was this model built without one?
