We are thinking about buying a 2002 Malibu which has the common gas panel rust spot. My husband does not want the car unless we can get it fixed for a reasonable price. Has anyone had this problem repaired and for about how much? Did the problem come back? Thank you!

Off topic a bit here. With your location someone should do a very close inspection of the undercarriage looking at the condition of all brake lines, especially where they run under the driver side floor board from the ABS junction box. Also in the area over the rear axle where the rear line crosses to the rear passenger side wheel cylinder.
There are other areas also, mounting brackets for all rear suspension.
I cannot comment on the gas door area rust repair, someone else will as you state it is very common.

I agree with Fish.....a rust spot should not be the determining factor.....get that car on the lift and have the undercarriage inspected....especially fuel and brake lines......scan that baby for codes......
Which engine and mileage?

this being a 12 year old vehicle any surface rust like at the fuel fill door is not to be a factor when buying. dings and other body rust caused by sloppy fuel filling or shopping carts etc is to be expected.
AS was mentioned before purchasing a used vehicle this old you [if qualified] or a trusted repair shop should inspect for wear/damage and other issues like transmission/engine condition. I would also get a carfax to be sure it is not some salvage vehicle.
