1990 dodge spirit

i got a 1990 dodge spirit that has the 2.5 turbo and while driving it acts like it shuts off and to get it to take off again you got to shut the ignition off and back on i have replaced fuel pump fuel filter coil spark plugs spark plug wires cap and rotor and i cant figure out what is going on some help would be appreciated
