Throttle position sensor question for 2012 Grand Caravan

When I use my OBD II scanner on my Dodge Grand Caravan SXT at idle the throttle position sensor registers a 12. With past cars the TPS sensor would read 0 and then increase as the throttle was depressed. Is this normal for a Dodge TPS to start at 12 and then increase in value as the throttle is depressed?

you need a factory scan tool or a good aftermarket scan tool capabale of going into oe instead of obd2.this has drive by wire with (etc) electronic throttle control.....has 2 tps sensors inside throttle body....0-5 volts......one is forward biased and other is reverse biased....one goes from 5-0 volts and other 0-5 volts when butterfly is opened......really they go from above or below 0 and 5 volts so pcm knows if there is a short or an open in the circuit.has dual (app) pedal position sensors on floor....pcm looks at all this to see if both tps and app sensors jive....if they dont will go into a reduced power mode or even shut down vehicle.
