1998 Escort Horn Drawing Current

Was looking for current draw on main BTN fuse. So, started pulling cabin fuses and putting ampmeter across fuse connections. Across the horn fuse pulling 159ma. Horn does not work either. Could I have a bad horn relay or maybe the short is in the horn ? I originally thought it was the room fuse but after investigation it's only drawing 18ma. ALso when connecting ampmeter to horn fuse connections I here a clicking up under the dash drivers side. Is this the horn relay closing ? Is this the only function of this fuse ?

Lot's of views....know there's an expert out the who can help me get through this....and, heard you could be the horn out without removing front bumper cover...true ??

I'm not sure I have anything to offer. My Tracer is a '97, and I just fixed the horn ...it has not been working for a couple of years.
In my case, the fuse only feeds the horn circuit ... and directly feeds the coil terminal.... and the power contact terminal on the relay base. The other coil terminal goes on to the clock spring and then the horn switch under the steering wheel pad. When the horn switch is closed, this supplies a ground-path that energies the coil ... the relay closes the power contacts, sending power out to the horn.
My problem was the horn switch was closed constantly ...the horn blew anytime the fuse was in place. I had to rework the pad to get the horn switch to "open" ... delicate work as it is right against the explosive air bag module. So be very careful if you have a steering wheel mounted air bag.
