sanding fiberglass

I chaning the color of my camaro and was wondering how the best approach to sanding my bumpers. Is there anyway to change the color of them or should i go ahead and get new bumpers and also get rid of the cracks by the taillights or can i sand those out.

Ya i think hugger orange is what im gonna paint it. I think that would look awesome especially since i saw one about a week and a half ago by waterloo.
