Leak in 99 beetle

My dad is having a problem with his 99 vw beetle.
The circled part of the housing unit is leaking. Does this part come apart or is it soldered together. Is there any way of repairing it or just replaced? And if it needs to be replaced, what is this part called.

I would take it off and have it welded. Looks like the oil filter housing.
