Thermostat problem

Where does the temperture gauge on 1998 plymouth suppose to set when fully warm.Mine sets just above line above cold.It gets warm but should'nt it it set more towards the middle of gauge.And would'nt that make it even warmer.Need help Dodge and Plymouth users.It's COLD here -1 f Help!
