2000 silverado fuel leak at filler

I fueled this am and when the truck got full it started running out from inside the finder, I am assuming that it is the vent pipe at the top of the filler tube.
my question is what might cause this to happen, the truck has not been in any accidents, over any tough terrain, and has never done this before?

the fuel filler neck is a defective part at the top where GM had this support metal welded to support this to the fender. use 5 min epoxy to seal these holes. clean first with a good de greasing solvent and sand clean to apply the metal mender epoxy.
the filler pipe is a small hose in a big hose. if the big hose has a leak or the metal is with a hole when you over filled it would run into the big hose so you must have the leak up in this area . if it has a hole removal at the fender and dropping down you will see it.

this is a truck I recently bought to give my grandson, it has 141000 miles on it and someone had replaced the fuel pump and failed to lock down the locking ring on the pump so it was actually the pump having come loose and was floating up when it was filled up

that is scary stuff. every time you get work done by someone you have to check it out.
