power steering issue

I just bought a 96' town car touring edition. Steering is like there is no power steering at all.Pretty good while driving, but hard when car is not moving just like the old cars with no power steering. I see the sensitivity level slider switch, no effect on either setting. Is there a fuse, relay, valve or something other than the pump I should check first.

If there is a sensitivity switch I would say yes, there has to be electronics somewhere. As far as where, I have no idea. make sure there is fluid, obviously as you know. I would look into it more deeply electronically first.

Yes, fluid is full. Pump is not making noise. Thats why I assume electronic. I am far from an electrician. So I am seeking where to look. I will be looking at the fuse panel, but there are alot of places things like this could be. And maybe the switch itself. So I still am seeking info....thanks.

The power steering pump supplies the necessary high-pressure hydraulic fluid to the steering assembly. Like any high-pressure system, leaks are the biggest problem. In automotive application, the high-pressure hose is the main concern because there is very low-pressure in the return line. Either line could leak, but the highest probability is in the high-pressure circuit.
