Hi,
I'm currently developing a start/stop sytem for manual transmission. I plan to implement the feature of ignition cut-off for engine off during handbrake pull to top. Once the handbrake released, the ignition will get connected as usual. I'm currently having issues to power the starter motor automatically. I was thinking to implement delay timer switch. So, once the handbrake lever released, after 2 or 3 seconds delay, it will power the starter for a period of 2 or 3 seconds. Is it possible ?

I think you'd want to have a circuit to monitor the engine tachometer with a timer as well. So when you release the handbrake, the starter would engage until the tachometer registers a voltage consistent with 650 or more RPMs. You'd also want to timer function so if the engine doesn't start within 4 seconds or so, it stops trying. You'd want to make sure you are on the pedal side of the clutch safety switch as well.
