1998 Chevy Blazer Windshield Wiper Problem

Hi!
So my windshield wipers work occasionally. Sometimes just the mist setting works and sometimes if I leave it on a repeat setting it will eventually work. Unfortunately this can make driving difficult and very frustrating. I looked up what the problem could be and I found a video of the same problem on youtube and they suggested that it might be the pulse board. I went and picked up a new pulse board for my vehicle, I followed the instructions, taking out the old one and there was some strange pinkish/redish gooey gel on parts of it and on the rest of the inside of the casing for the pulse board. I don't know what this stuff is or if it is suppose to be there. I tried to put the new pulse board in anyway and it also didn't work great. Only the mist wiping setting worked. I was hoping to fix this problem myself and save some money but I can't find anything about this online. Any ideas on what to do?

Oh and one more thing. The new pulse board looks a bit different from the old one. It is suppose to be the right piece for my vehicle is that just because it is a new one and the other one is 15 years old or is it the wrong piece?
Thanks.

No idea if you got the right part or not. Any part numbers on the old and new? The pink goo stuff is lub. And my 98 blazer that I owned several years ago had all the same symptoms and replace the pulse board and it fixed it. Used or new pulse board? Referencing some part sites. I guess it is possible for a bad wiper motor. But I would be leaning to the pulse board.

Thanks for the info. I'll work more on the pulse board. It's good to know the pink stuff is suppose to be there. I looked more into the manufacturer for the pulse board and it says this is the right part. And autozone, where I got the part, was sure this was the right one. I'll see what I can do.
