2005 Saab 9-5 Aero 5 Speed NO POWER At Fuel Pump

Is there and inertia switch in this car?
I tested the fuel pump and it works when I apply 12 volts. There is no power at the pump and no power at the fuse. I believe it is fuse #19 in the car, drivers side.
I have not gotten to the relay yet. I was told it is by the brake pedal. There is supposed to be another one that I can switch it with just to see if that is the issue.
I gave it a little shot of starting fluid and it runs. I am new to saab. Is there anybody on here that knows more about them?
