99 Jetta Engine Code

I was wondering what the code P1580-Throttle Actuator B1 Malfunction would mean. Like which parts do I have to replace or look at because I looked at the repair manual and it didn't even have the codes in it. I was wondering if anybody ever ran into this or heard something about this code and could help me out. Thanks!
