Lincoln Town Car Transmission?

I have a 2003 Lincoln Town Car Signature. Today when I was changing the transmission
fluid/filter I found this part lying in the bottom of the oil pan. I cannot seem to find anywhere that it fits, does anyone know what this part is and where it belongs?

I believe it was used during the transmission assembly process and was discarded into the pan intentionally to avoid the cost of discarding 100's of thousands of them.
