95 740i new battery/ new starter won't crank

Please help! I bought my 740i from an auction . Car did not start. Starter and battery were shot therefore I replaced them but car still won't crank . I hear the fuel pump but the thing doesn't shut off maybe cause the gas gauge reads empty. Will this car not crank because of empty tank? What should I replace next, the ignition along with the reprogramming? We're should I look for the problem ..., thanks

I would suggest that you go for ignition check first, it could be helpful.
