'99 Camry won't start on hill

Hi, my '99 Camry 4 cylinder won't start. I parked it on a slanted driveway and when I turn the key it makes a loud whining sound and does nothing. The car runs great and I never had any major issues with it. Any ideas? I would greatly appreciate it. Thanks.

Is this the normal sound you usually hear when you try to start the car, or does this sound differ from what is normal?

Also, does the hill have anything to do with the occurrence of the noise or is it just a coincidence? Have you tried starting it on flat ground since the noise started? Is the engine turning and not starting, or is it just the starter turning?
If it's just the starter turning, it may be a stuck starter solenoid. Try giving the solenoid a whack and see if that clears it up. The solenoid is the bump on the side of the starter. Also, it it's just your starter turning, it may be a weak battery. Have your battery tested.
