1995 chevy c/k1500 electrical

I have a 1995 k1500 when I turn the key on no lights on the dash if I wait 5-10 second you hear a click sound in steering column and the dash lights come on and starts fine. ???:screwy:

sounds like that relay is weak. find it and replace it.
