96 XLT 5.0 2WD Starting problem ?? Help

My 96 F150 got parked one day and the next it wouldn't turn over. I replaced the starter with a working/used one, and the truck still won't turn over. Everytime you turn the wheel it just clicks. I hear the fuel pump turn on and I charged the battery. Is there still a voltage regulator on this year ???? :runaround::runaround:

Found there's a celenoid on the wheel well same side as the battery. I believe this is the culprit. i will let you'll know.
