fiero headlights.....work but dont

I have an 87 gt and when i hit the switch to turn on headlights they try to come up but dont. I can see the doors move up a little but the lights never come up. I poped the hood n tried it again and they both come up. Does anyone have any answers for the next step on what i should do. Thanks all for reading this

maybe you should check to see if the doors are being obstructed when the hood is down.
