standing fuel in intake

yes I have a 1972 Ford Mustang Mach 1 with a 351 Cleveland that I just rebuilt, I tried to start the engine yesterday the carburetor was spitting fuel out the top so I replaced the carburetor when I took the carburetor off there was standing fuel in the intake, this was the same for all the carburetors I put on, I also pulled a plug out to see if it was fouling and there was no fuel on the plug, I'm not sure but I don't think the fuel is burning from the intake manifold, the car seems to wanna start but does not sound right, is it possible that I am a tooth off on my timing chain? any help would sure be appreciated. Thank You Mustang enthusiasts.
