2001 Rodeo ABS light

My 2001 rodeo started to kick in the ABS system at different times. Sometimes stopped at a light and I would begin to roll and feel the ABS system pulse in the brake pedal. I tested all four ABS Sensors and all tested good by my mechanic. No clue why it is doing what it is. Had to pull the ABS fuse and rely on normal brake mode. Anybody got any ideas or similar faults?

Is the ABS light on? If so, there should be a code stored. It's possible there is a sensor that's dropping out as you are slowing down that's causing the ABS activation. That's something that would need to be monitored on a scanner to see for sure. I have never heard of one that activated while completely stopped...
