96 Blazer taillight problem

My sons Blazer dash lights as well as the taillights stopped working. Checked the fuses and the 20amp Pklp fuse was blown. The car was running. Before I could say anything he stuck in the new fuse. It blew right away. I turned off the car. I didnt have a 20 amp so I stuck in a 15 and it didnt blow started the car and it didnt blow. The taillights and dash lights however did not come back on either. I checked the bulbs just to be sure. Sounds like it might be a ground issue. All turn signals flashers and headlights work. Is there a relay for the tailights when the daytime running lights are on? It has a trailer hitch but the cap is covering the connector.

Your help would be appreciated.
