issue with starting

Hey guys i just traded my snapper SER for a 91 jimmy s15. The guy told me it has a starting issue from time to time. He said it dont start sometimes and in order to make it start again i have to disconnect two clips that are in the throttle body pics provided. He said if the car dont start unplug them start the car let it stop itself plug them back in and it starts just fine and runs just fine. What could be the issue?
